If there is trust in your workplace, then you can ask someone for help to complete your project and they will help you in this. But if there will be no trust among themselves and if you ask for help, then he will ignore you and will not help you, So That's why you have to talk frankly with your team members and win their trust.

People who work in Peace and Trusting Environment is never afraid of responsibility. when there is a commitment in the people then they will have responsibility. when there is a commitment in the team then they know about their primary goal & Responsibility you cannot avoid accountability if the goal is clear and transparent.
If you have a highly motivated and programmer's team then accountability will come on its own. And you can also ask people for answers for their poor performance and to improve this you have to encourage them.
